Enviromental Due Diligence Enviromental Site Assessment Phase I and Phase II In case of US based Clients, PROCON typically proposes to follow the guidelines contained in the American Society for Testing and Materials (ASTM) Standards E-1527: Standard Practice for Environmental Site Assessments - Phase I Environmental Site Assessment Process and E1903-97: Standard Guide for Environmental Site Assessments: Phase II Environmental Site Assessment Process. These standards were developed by ASTM to establish procedures that represent appropriate inquiry for Phase I and II ESA's in the USA. PROCON implements the ASTM standards as per the applicable legal conditions and consistent with the good commercial and customary practices in Poland. The European Clients may prefer other standards (e.g. EBRD's) or have their own ones. We recognize that each Client is different and always strive to fullfill its requirements. This goes for investigation procedures, scope and report structure and contents. The work is always divided into three sub-tasks: historical data review and agency contacts; site reconnaissance and interviews; and reporting. The reports is concise and specific. We always include a quality site location map, site plan and a photo log. In most cases (90%), providing the ESA is ordered well in advance, we will also be able to provide a color aerial photograph of the site area. A historical, b&w aerial photographs may be available in approx. 70% cases. The minimum turn around time for Phase I is just 2 weeks and for Phase II varies from 3 to 6 weeks, depending on scope and complexity of investigations. However in some cases we might be able to provide the draft reports via fax/e-mail in a shorter period.

Enviromental Impact Assessment Under Polish laws, EIAs must be conducted by a suitably qualified expert and are required for construction permitting of almost all new industrial projects including major upgrading and expansion of existing facilities. For purpose of permtting we follow the scope and methodology required by Polish laws. We can also include additional subjects, that may be required by the Client but are not covered and required by Polish regualtions, for example: socio-economics, public information and participations issues. In some cases the Client may find it desirable to have a separate, extended EIA or Environmental Baseline Assessment Study (EBAS) completed in parallel and provided only for his internal use. Regulatory Surveys A regulatory survey is often undertaken by investors as an initail assessment of investment opportunities. This would include a summary of regulations applicable to a particular type of product, installation or service activity. Depending on client requirements PROCON may supplement the regualtory issues with a press articles survey and other public relation / marketing investigations. Our main principle in designing workshops is that all topics should be of immediate relevance to all participants. The participative approach implies that the participants are engaged in discussion, team work, team work presentations and report writing. Case studies and simulations are rather extensively used, and where readily available, a computerized learning programmes are utilized. The training materials are designed in such a manner allowing participants to work independently on the subject back on the job.
